1014 Spruce Street Returns

After the OPUS Group dropped and sold off the 1014 Spruce plans earlier this year, San Francisco-based Balboa Real Estate Partners picked it up and are ready to begin construction.


The project's design has changed a little bit since the last version of the plans went through the approval process. Some changes include..

  • Increase of units from 146 to 148

  • Brick now covers the entire visible facades

  • Parking entrances are less intrusive on the 11th Street side

  • Architect is now TRi

The second floor will have all resident amenities and a pool deck. Plans call for the building to be built with a concrete podium and a mix of wood and steel on the upper floors.


A description from Stonehenge Investments, an apparent investor on the project, provides additional details about the project known as, "Project Cardinal".

Project Cardinal is a 148-unit apartment community in St. Louis, MO, including 3,000SF of retail space. The project’s site is an infill location within downtown St. Louis’ entertainment corridor. The site is located on Spruce Street, between the MLB and NHL stadiums, and is two blocks from the live-work-play development, Ballpark Village. The location provides efficient access to major interstates and highways, and is a 10-15 minute drive from the key employment and entertainment hubs in St. Louis (Central West End, Clayton, Cortex, SLU, WashU, The Grove, etc.). The project will contain a full amenity offering including: fitness center, club room, outdoor courtyard, grills, firepits, dog wash station, dog run, rentable work from home space, and rentable storage.

The builder will be Brinkmann Constructors. It is unclear if the 10 year, 40% tax abatement still applies to this project. The plans are currently bidding on the SLDC planroom.
