Pier Property Group Planning $20 Million Apartment Building in Midtown

As Pier Property Group continues their renovation of the Steelcote Building in Midtown and aims to begin the redevelopment of the Columbia Oil Building, they are looking ahead with a new construction apartment building to be built to the West of the existing structures along Theresa Avenue. The $20 Million plan, to be called the “Mill Creek Flats”, an ode to the neighborhood‘s past as Mill Creek Valley, will add 96 apartment units to the currently industrial area that is rapidly changing into a new residential neighborhood.


Pier Property Group (PPG as I’ll refer to in this story) is aiming to create a vibrant neighborhood just off of Chouteau and Grand that I eluded to, on a December 2nd, 2018 Tweet, has the ability to become St. Louis’ equivalent of Kansas City’s Crossroads neighborhood (even though I have been told that is not the case).


PPG is continuing to tap Trivers Associates as the architecture firm for their projects. They have been in a partnership on projects such as Woodward Lofts in the Grove, Steelcote Lofts and Steelcote Crossing Apartments. This will become the firm‘s 4th project with PPG to date and there appear to be no signs of slowing down.

The new Mill Creek Flats Building will include 10,000SF ground floor retail space, along Theresa, as well as covered parking for residents. The new structure will replace a current 1 floor building that isn't nice to look at, therefore this new building is meant to improve the new neighborhood‘s aesthetics. Mill Creek Flats will also include an overly sized amenity deck with a pool and green spaces. The building's design is meant to preserve the view of the Steelcote sign from Grand Boulevard, which explains the radical slope down in the middle.


PPG aims to break ground on the $20 Million project in the summer with demolition commencing on the existing structure. Completion could be in Late 2020. As for PPG’s Columbia Oil Building (Steelcote Crossing) Project, construction should begin on that soon with an opening in the Fall. The main Steelcote Building will open with 33 units in May. In all, 144 apartments and Lofts will be brought online by time these 3 projects are finished, and that's not to mention what's planned at Grand and Chouteau.
